I?m afraid the answer to both your questions is no. You can do just about everything through the COM interface or the Java API that you can do using the StarTeam Windows client, but you cannot enter specific revisions of a file with a date of your own. If that was possible, than you could manipulate the StarTeam database and that would be a gross violation of everything that Software Configuration Management stands for.
