: To checkout based on a label rather than the tip revision: Right-click the file(s), select Check Out, and mark "Label" in the "Reference By" option group, selecting the label you wish to check out by. Then hit OK, and you have your file based on that label.

Note, though, that "Revision Labels" and "View Labels" differ in this regard. Revision labels apply only to specific files; files to which the label was not specifically applied cannot be checked out according to that label. If you are looking for a snapshot of the entire view at a particular milestone, you should be using "View Labels", not "Revision Labels".
