Working on the assumption that you are running StarTeam on WinX and are using the proprietary(Jet) Database for StarTeam, you might try using the Microsoft ODBC drivers. I've had some reports that the Oracle ODBC drivers do not work too well with Microsoft products. I have some documents which elaborate on the finetuning of Oracle and StarTeam interaction.
