Hi Stavros,

No, you cannot. Lets say that CR?s are entered by end-users via StarTeam?s web client; such users would not be allowed to enter a name in the Responsibility field. The same is also true if a tester discovers a bug and enters that into the system. Testers are not the people that assign a particular developer to do the work. It is also very common for development shops to have one person that is responsible for filtering reported bugs, as the reported bug might not be a bug, but ?as designed?. If a bug, then this person would assign the work to a developer.
