It is important to keep in my why StarTeam currently operates this way. Within a StarTeam server, any object (folder, file, change request, task, or topic) can be moved or shared. In many deployments it is necessary to share CR's into different views and projects. So if the responsibility field were to include just a set of users for a project, other users may not be able to take responsibility for a CR that exists in multiple projects.

There would be another obstacle to overcome: How does one define to which projects a user/group belongs? Most likely this would have to be done by modifying the user/group architecture to let users/groups be 'assigned' to specific projects. While this may be possible from an engineering standpoint, ultimately a larger obstacle would present itself: Access Rights could/would easily interfere with 'project assignments' for groups or users. How would StarTeam handle a user trying to access a projec to which he/she is 'assigned', but has been denied by the Admin via access rights? Which takes priority?

The ultimate purpose for listing all users in the responsibility field is to allow for flexibility. This list allows a user to, at any given time, immediately assign a responsible party to a CR.
